Vermillion Housing Authority Housing Choice Voucher Subsidy Standards
The Vermillion Housing Authority (VHA) has established the following standards to determine the bedroom size in the issuance of HUD Section 8 Housing Choice Vouchers. The number of bedrooms printed in Box 1, Unit Size, on the Housing Voucher will be used to determine the amount of rental assistance the family is entitled to each month.
Families will be issued a Housing Choice Voucher based on the smallest size appropriate to their needs, based on the following parameters established by VHA. Minimum and maximum number refers to the number of persons in the household.

*Minor children, depending on sex, regardless of age, will be required to share a bedroom. *Every family member, regardless of age, will be counted as a person for occupancy purposes. *A full-time student who attends school out-of-town, but returns home for at least 3 consecutive months per year, will be counted in calculating the subsidy standards for the family. *Parents must have physical custody of children more than 50% of the time to be included in these standards. Applicants and participants must provide verification of the amount of time they have physical custody of the children. *A child may not be counted in two separate households in any rental assistance program. *No foster children will be required to share a bedroom with an adult.
Exceptions: On a case-by-case basis, VHA will consider granting exceptions to these subsidy standards for the following reasons:
- A larger bedroom size Voucher may be issued to a family who has family members that, due to medical reasons, require separate bedrooms. The need for separate bedrooms must be verified by a doctors statement.
- A two bedroom Voucher may be issued to an elderly or disabled family planning to live with an unrelated person essential to his or her care (live in aide/attendant). The need for a live-in aide/attendant must be verified by a doctors statement. The family will have 90 days after admission to the program to secure a live-in aid/attendant in order to maintain the two bedroom funding. The need for a live-in aide/attendant must be verified annually in order for the family to maintain the exception. The live-in aid/attendant will not be considered a remaining member of a tenant family when the familys participation in the program is terminated.
- A larger size Voucher may be issued to a single person family or to a family, who has a disabled family member that needs special equipment for rehabilitation, not exercise or for their livelihood. VHA may consider allowing the family a larger size Voucher as a reasonable accommodation under Section 504 of the Rehabilitation of 1973. Verification that the family member is disabled and the need for rehabilitative equipment must be verified by a doctors statement.
